Clean Vessel Act

What is the Clean Vessel Act Grant?

The Illinois Department of Natural Resources (IDNR) offers competitive grants to private marinas, boatyards and yacht clubs for up to 75% of the cost of construction of pumpouts and dump stations. Pumpouts prevent pollution through the proper disposal of sewage from recreational boats. These grants are federally-funded through the Clean Vessel Act Grant Program (CVA).

Applicant Eligibility

Local government authorities and private marina, boatyard or yacht club operators who wish to participate in the CVA may do so if:

  1. The facility location is owned by fee simple title or secured by a lease for a minimum of five years;

  2. The participant prepares and submits all required information identified in the Manual for Local Governments and Privately Owned Marinas, Boatyards and Yacht Clubs;

  3. The participant agrees to all requirements and assurances identified in the application materials and the attached project agreement, as applicable, and to execute project components in accordance with all applicable local, state and federal laws, ordinances, executive orders and other appropriate regulations and permitting requirements.

CVA is a reimbursement program; after receiving approval from the Service and IDNR, the applicants for CVA funds must pay for all costs and then seek reimbursement through the IDNR.

The Clean Vessel Act Grant Program (CVA) allows reimbursement up to 75 percent of allowable expenses; the CVA requires a non-federal match share of costs of 25 percent.

There are now five grantee pre-award requirements statewide per Grant Accountability and Transparency Act (GATA) State Statute 30 ILCS 708/1.  The five pre-award requirements all state grantees must complete are described in more detail.

How to Apply

All applicants must be pre-qualified through the State of Illinois Grantee Portal. Additional information on prequalification is available.
